Class MPP 2027
Kobe is a MPP student at UC Berkeley’s Goldman School of Public Policy focused on equity in public systems and data-driven justice reform. I work at the Alameda County District Attorney’s Office as Legislative and Community Engagement Coordinator, where I advance policy initiatives; draft Board of Supervisors letters, resolutions, and operational agreements; conduct legislative analyses of public-safety bills; support implementation of the California Racial Justice Act; and manage victim services grants with law enforcement and community partners. My work spans policy design, stakeholder engagement, and the practical details that turn good ideas into clear, lawful, and workable programs.
I was elected to the Board of Directors of the ACLU of Northern California and appointed by the Mayor to serve as a Commissioner on the City of Albany’s Racial Inclusivity and Social Equity Commission. My current research examines implementation and evaluation in victim services and justice systems, including how data standards, outreach, and cross-agency coordination affect access, outcomes, and community trust. Grounded in lived experience, I aim to link research and practice so policy delivers safety, fairness, and dignity across the Bay Area and beyond.
